Yes, you can do that. This is a default WooCommerce functionality.
You would create a "Variable" product instead of a "Simple" product.
You create the product and create an attribute named "ltrs per minute" and add multiple options. And you will have a dropdown + you can set prices per each option in the backend.
Here's a variable product example in our demo website:
Heelo,
As wholesaler we sell high pressure pumps.
say Pump "Premium" comes in 1, 2,3,and 6 ltrs per minute.
Instead of adding 4 products, it would save a lot of time if we can add 1 pump "Premium"with a dropdown menu with the 1,2,3 and 6 ltr variation.
The consumer clicks in the dropdown menu on "6", and the 6 ltr is added to the shoppingcart.
We have dozens of products like this. So it would save days of work.
