Some thoughts:

1) If you need to set the bulk purchase discount PER VARIATION, this can be done in multiple ways:

1.1) The easiest option is to set Tiered Price directly in each variation page.

For example:

In this example the White Variation (64) has Price Tiers for the VIP group of users.

Regular price - 99

20+ items purchased, price = 90

50+ items purchased, price = 80

100+ items purchased, price = 70

1.2) You can also set a Bulk Discount per variation with Dynamic rules. 

Before Discount:

Main Product: test var - id 63

White variation - $99 - id 64

Black variation - $88 - id 65

Dynamic Rule:

50% Discount for Product Quantity > 10

After discount:

Black Variation has 11 items in cart -> 50% discount is applied, price is $44.

2) If you would like to set bulk discount PER MAIN PRODUCT

In this case, discount must be set in Cart, NOT as Sale Price.

example 1:

3+6 = 9 = no discount

example 2:

4+7 = 11 = 50% discount in cart.
