Yes, that's how it normally works: all variations/attributes are visible - however prices are hidden and the items cannot be added to cart, there is no add to cart button.
For example a product would look like this for guests:

2) I've logged in with the credentials you provided and checked the issue.
This is quite strange because it actually looks like it works in my tests - it looks different than in the screenshot .pdf you attached.
For example, here I am logged out in Incognito mode and checking Instant Oat 1KG:
You can see in the screenshots that the variations (biscotto, ciocolato, etc) are visible.
I checked multiple products and variations seem to show for all:
Have you solved the problem in the meantime? It seems to be working for me. I tested with both Google Chrome and Safari browsers.
