I think you may be having an issue because almost all B2B users also have the customer role (a user can have multiple roles), and you allowed that one.
If you want to restrict B2B users, you can set this field to "b2c, loggedout", like you see in the below image:
The coupon should show as invalid for B2B users, who should get the following message:

and

but both failed (B2B user can still use the coupon). Can you let us know the exact syntax? Thanks.
