I think the solution for this is to use B2BKing.

In B2BKing -> Groups you can create a group for sales agents (as buyers).

Then, in the user profile:

So the user is 1) Sales Agent, in the "Top Agents" group. 2) Customer, in the "Sales Agent Buyer" group.

Then, you can set different price for the Sales Agent Buyer group, different MOQ, etc.

To set MOQ, you can go to B2BKing -> Dynamic Rules -> create a Minimum Order rule.
