I want to let you know that you can programmatically approve users by setting user metadata, as explained here: https://woocommerce-b2b-plugin.com/docs/how-to-set-user-group-programmatically-during-import-in-bulk-with-scripts/
This would allow you to do what you want with custom coding.
I think it is an extra feature, but very useful for those who already have a customer milling, it would rise this white list of pre-approved contacts
