My (b2b) customer asked for this order flow:
- One of their customers logs in to look for some products to create an offer to a consumer (these guys build swimming pools). This b2b customer when it has been registered has uploaded its logo.
- All choosen products are saved in a cart with a specific name (the consumer name). More than one cart can be saved.
- The b2b customer specifies a markup percentage and consumer data, clicks on a button and your plugin produces a pdf (or even a Word document) of the offer already with the b2b customer logo, ready to be sent.

Regarding your questions:
As you may know, B2BKing has a feature that allows the admin/shop to generate offers with specific prices, as well as downloadable PDFs. Unfortunately, this is only available to the admin/shop manager, not to customers of the website, for their own customers.
SalesKing allows a store to have reps, that can create cart links, and send these links to customers. However, there's no PDF offer option, Logo. Ability to markup is only possible if the sales rep places the order directly.
We're considering integrating SalesKing with B2BKing's offers functionality, and this would be closer to your requirements, but this is something for future updates, not immediately available.

What you described is closer to our SalesKing plugin in functionality: https://1.envato.market/SalesKing
