Currently quotes can only be enabled globally for a user. They can't be enabled for specific products only.
We're looking to add this in future updates later this year - for this to work we need to create a dedicated quote basket, separate from the cart, which the plugin doesn't have at the moment,.
The only way to have quotes on specific products only is if purchases are entirely disabled in the site (if users cannot checkout directly). If so, I can give more details on how to achieve that.

I managed to insert a shortcode for a form, which works i a way, but it would be smooth to have it in the system.
