One of the reasons it may not be working in your tests, is that you set it only for "vies-validated vat":

This means it will only work for users who registered with a VAT number that was validated successfully through VIES.

You can try to set that to "Requires: Nothing", to see if that resolves it.

Other points are that usually a specific tax configuration is required. We advise you to use our configuration guide here for this: https://woocommerce-b2b-plugin.com/docs/how-to-display-prices-excluding-tax-for-b2b-users-and-including-tax-for-b2c-users/

Please note that we are also happy to look into the problem directly for you if you'd like. For that, we'd need a backend login to your site or a staging site, so that we can check the configuration, run tests, etc to troubleshoot the issue,
