At the moment, it does not seem possible or feasible for us to do this. In part this is because the blocks cart has very little extensibility and it's very hard to display extra content such as the content we need for quotes:

In particular, extensions that use hooks related to cart and checkout may not function as expected. Extensions that render additional markup in cart or checkout – for example, custom checkout fields – are not supported."

Of course, we will be open to adding this in the future, when the blocks plugin is more mature and has better extensibility.
