I know Agents can create Customers and make orders on their behalf, but if a Customer's shipping address needs changing, can the Agent do it, or is editing Customer details limited just to Customers and Administrators only?
Yes, the agent will be able to do that as well as follows:
The agent can login as the customer by using the 'Shop as customer' button. While they're logged in as the customer, they can go to My Account and change the customer's addresses there in settings.
