Under the 'For who' tab, you can have individual users that you can select:
If you cannot see individual users, there please go to B2BKing -> Settings -> Other -> Large stores and DISABLE: "Dynamic rules: hide individual users".
If the dynamic rule page works fine with that setting disabled, then you can keep it that way.
The reason why that setting's there is because on some sites there may be many thousands of customers, and when trying to show all of them in dynamic rules, the browser may crash.
There are no other performance implications on the site - it only affects that dynamic rule configuration page.
