By default the plugin would be handling permissions, so it would not be needed or expected for you to give any specific permissions to agents.
I believe what is happening is most likely some kind of plugin conflict. I think you may have some plugin, perhaps a security plugin which prevents agents from accessing the order management page.
My suggestion would be to try and deactivate all other site plugins to see if that resolves it / if it helps you identify which plugin is conflicting.
I can also look into this issue directly on your site if you'd like, to troubleshoot and resolve it. I would need a backend login to your site, or to a staging clone site, so I can run some tests and see what exactly is happening.
