For that, could you provide us with a backend login to your site or to a staging clone site? I'd like to run some tests and look into it.

Agents can earn commissions from regular orders but not from "Shop as Customers."
I've set 5% commissions rate for a specific product by either category or product tag.
I'm not sure what's causing the problem.
