Generally speaking, yes, B2BKing is designed to work via a web interface (it is also mobile responsive).
Regarding apps, it is possible that some mobile WooCommerce (ios/android) may also support B2BKing as a plugin/add-on, but I am not sure which one to recommend. It would be best to ask the mobile app developers directly whether or not their apps can support B2BKing.
For us it is a bit outside out scope to build our own app so we would probably not do that directly.
