In this case I had to give the Agent access to all existing Customers in the database, not only the customers assigned to that Agent. For only then can it place orders to a "new" Customer from the Agent but not from the database. It is not yet a problem, because the customer base is still small, but a customer may have orders submitted by different Agents. So at most the Customer should be assigned to the last agent that placed an order on his behalf. The idea remains.
Based on your screenshot here, I see the user "Service.user" is assigned to the agent "rui.cardoso".
So if you are logged in as "rui.cardoso" and go to the agent dashboard page -> my customers, you should see the user. In your attachment it's not clear as who you are logged in:
Are you sure you are logged in as the agent of the customer?
The Agent rui.cardoso (that's me as Agent test and not the administrator login) logged into the Agents Panel, opened the new Client Name: Rui Servive User service.user See attachment
After creating the Customer I wanted to place an order, on behalf of the Customer.
If the Customer was created by the Agent rui.cardoso, but does not appear in the list of customers. But in the backoffice is there and assigned to the Agent rui.cardoso. That is correct
I say, perhaps because it has not yet created an order, the new customer (no order) does not appear in the list of customers assigned.
The customers created but without orders do not appear in the list of customers of the agents.
I cannot explain why it wouldn't work like that on your site. If you are able to share a temporary access to the site or staging site I can check it directly to look into why that service user is not showing.
But for example order #825 was placed on another computer with the sponsored link
It was created as Customer instead of Visitor
It appears in the Earnings
But does not appear in the orders Nor in your Customers
If you want to create a new order for this Customer, you have to open the Customer again, but you won't allow it, because the Customer already exists!!!

The customer should show under the agent's my customers panel, it would not be related to whether the customer has an order or not.

If you are seeing that kind of delay, it's possible the problem is you have a caching plugin that's caching the agent dashboard.
I also notice the logo image is not showing in the top left corner
This can be caused by LAZY LOADING which is a loading method added by some cache plugins.
I think you may be using WP Rocket. Make sure to exclude the agent dashboard in WP Rocket settings by adding it to 'never cache URL's: https://docs.wp-rocket.me/article/54-exclude-pages-from-the-cache
