It happens that if the Agent create a Client can only create as Customers, But there should be the possibility to open as Customer or Guest option.
Although in my opinion the Agent should always open as Guest and then if the Client wants to buy again accept the conditions and become a Customer
Because the Agent when creating a Customer, this receives an email that an account has been created and to choose a password. There may be Customers who just want to make a purchase, and not create an account.

It's not really possibly to create users as guests (because guests by definition are logged out).
I see your point about being able to place orders without creating an user account, but I don't really see a way to do this in our plugin - there is no way I know of in WooCommerce to simulate being logged out during checkout.
Possible options may be:
- The agent could open a new browser window (logged out) and use their affiliate code to place an order for the customer
- The agent could place the order with their own account, but simply change the billing details during checkout to the customer's name,
