I understand you would like to have a user that only handles approvals on your shop?

For this to work in our plugin, the user must have the "manage_woocommerce" capability (that is part of the Shop Manager role).

I would suggest you try to give users the Shop Manager role, but try to restrict what that role can do, using a plugin such as:
