Our feature there would work to allow B2B users to always purchase products regardless of stock status, but it will not show "pre-order" or let the user know the item is out of stock.
Another thing you could do is to go to Products -> Import / Export and basically export all products, change backorder status in the CSV file, and reimport them.

If I want to allow any out of stock product to be available for backorders, would I simply select "Always in stock for B2B"?
Will it change the "add to cart" button to "pre-order"?
I don't want to individually select each product to be eligible for backorders, because we've got 20,000+ products in our store!

From what I can find online, it seems there is not a simple way or setting to enable backorders on all products in WooCommerce. I found guides such as https://www.ben-smith.net/web-design/mass-change-backorder-status-in-woocommerce to do it with SQL queries.
