1) Is it possible to make it so that b2c users can buy wholesale b2b products?
2) Is it possible to display the table of wholesale prices not only to b2b users, but also to b2c users?
3) If a user registered as a b2c user, but later wants to switch to b2b plan, can he/she apply for transferring current b2c account to b2b or will he/she have to create a new account?

This is how it would normally work by default.
It is possible to use B2BKing's product visibility feature to prevent B2C users from accessing B2B products, or to use dynamic rules to restrict the ability of one group to purchase the other's products. However, these are optional features. The default is that all users can purchase all products.
If you're seeing that on your site B2C users cannot buy B2B products, it would be great if you could please give more details on what exactly happens: is the add to cart button missing?
2) Is it possible to display the table of wholesale prices not only to b2b users, but also to b2c users?
It is possible to make this display to all users by setting the plugin's status to "b2b shop".
You can use this setting even if you have both b2b and b2c users. The setting basically controls whether all B2BKing features are available to all users, or only b2b users.

It is possible to allow b2c users to apply for a B2B account. To do this, you can enable the following setting.
You would need to have a special registration page: for this you can add the [b2bking_b2b_registration_only] shortcode to a page.
Something to please note: If you use manual account approval for B2B users, this setting changes the behaviour. When B2B users register for an account, their account is initially approved automatically as B2C.

It does sound like the best option would be to use the "B2B Shop" setting here:
For each specific product you can configure the tiered prices here under the regular / sale price area so they are visible to everyone:
You could also create a Tiered Price dynamic rule in B2BKing -> Dynamic Rules.
