Normally the review button would go to each user's profile page.
I believe it's possible the issue here is that those users you mentioned may not have rights to edit users. If you go to the main Users page while logged in as one of the users with the issue, are you able to click on individual users? Or are they grayed out / without links?
If it's not possible to click on individual user profiles (while on the Users page), then even though your users have administrator rights, it means they do not have certain edit user capabilities. These are not specific to B2BKing.
This kind of issue can happen if plugins such as User Role Editor plugins were used to edit the capabilities of roles.
Some of the users cannot approve registrations. Clicking the 'Review' button has no effect. The users have administrator rights.
