This key seems to be registered normally on our end. I also tried to activate it now on a test site, which seemed to work as expected.
Are you still having an issue with this? If so, please give us more details about what exactly is happening, and what error you are seeing if any. If you have a screenshot or quick video that would be quite helpful.
On our end, it appears that the site "russellsairplants.com" is registered successfully to that license.
Is this the site you are having the issue on? It may be there is something on the site such as a firewall preventing it from contacting our sever. It is a bit hard to say without being able to check.
Would it be possible to share a temporary backend login to the site (or any staging clone site), so we can investigate this directly?

Certainly! Basically for company credit to be available to users, they must have a credit limit > 0
You can either go to B2BKing -> Settings -> Company credit and set a global limit for everyone here:
or you can go to each user profile and set a unique limit for that specific user:
On each user's profile page you would have this option here:
Once a user has a credit limit above 0, they will have a 'company credit' panel on their my account page:
