Generally it is possible to create rules such as discount rules for only retail customers.
For example, you can go to B2BKing -> Dynamic Rules and create a 'discount percentage' or a 'buy x get 1 free' rule for B2C users only.
However, I'm afraid B2BKing in general does not have a feature to add a 'free item' to cart automatically with other purchases. There is a feature for BOGO discounts, but this can only apply to the same product (E.g. buy 10 cages, get 1 free), it cannot add a different product as free.
