This shortcode can be added to any page, including to product descriptions. It generates an open quote request form, similar to:
If it helps, I believe we can make this to first start as a button "request custom quote" that only shows a form when clicked.

There's currently no option to have both a "add to cart" and "add to quote" button at once.
The above shortcode could be made to work, but it is a form that directly sends a quote request (Rather than adding the product to a quote basket).
