I think the simplest option here would be to go to WooCommerce -> Settings -> Accounts and disable "Enable guest checkout (recommended)".
That way customers can add items to cart and reach the checkout step - but at checkout they're forced to login / register.
Let me know if that works for you. If not, there are other workarounds we can look at,
